The Kite Farms 27-acre site was purchased by Trinity Terrace in 2022. Trinity Terrace is a non-profit Life Plan retirement community that’s served Fort Worth-area older adults for 100+ years. The community is governed by a local, community-minded, volunteer board of directors.

We propose a development that will bring new revenue to the City: The proposal is to develop Kite Farms as a Life Plan retirement community with 236 independent living residences, 40 independent living villas, and several memory support and assisted living residences. The following considerations would also be parts of the plan:

• Amenities such as an indoor pool and fitness center, dining venue, and multi-purpose
  room for programs and activities will be included.
• To preserve open space, under-building parking is planned for three buildings.
• Two large green spaces more than an acre in size will be landscaped and preserved
  as open space.

The entire campus would be designed with the neighborhood in mind, providing for one-story villas against the neighboring houses, low visibility of multi-story building roof lines, and a setback distance far greater than the current single-family code. The main building will be located on the eastern side of the site along the Trinity River.

• Increases City Revenue Without Additional City Investment: As a non-profit community, Kite Farms could qualify for a property tax exemption. To make sure the city receives its property tax revenue a Payment in Lieu of Taxes (PILOT) agreement would be established before development begins. This will protect the City’s financial interests and ensure ongoing tax revenue for Westworth Village.
• The site’s storm drain system could be connected to Pecan Street and Sky Acres to help resolve long-term drainage issues in this area.
• The current plan has no connection to existing city streets other than White Settlement Road.
• All roads on the campus will be privately owned and maintained.
• A senior living community typically affects local traffic far less than single family home developments.
• A senior living community also has little, if any, impact on crime, with minimal need for police.

• The new community will be gated, and each residence will be equipped with internal emergency response buttons which summon the on-staff trained first responders.
• Following in the style of Trinity Terrace, which takes pride in the landscaping of its heart-of-Fort Worth location, the new development includes a comprehensive plan for the grounds and setting, including the protection of the site’s venerable pecan and oak trees.
• Proposed for construction, a restaurant would be opened to serve the public.
• The new Kite Farms community will offer a variety of rewarding
  employment opportunities.
• Residents of the community will be engaged in the surrounding Westworth Village neighborhood, frequent shops and retail, volunteering with charities, and attending regional events.
• The area’s older adults will have a services and amenities-rich option for a safe, fulfilling lifestyle.
